A consultant is an expert who makes money by delivering solutions to her clients.

Your first task is to print out a name card and decide on a business model, whether it's a by-the-hour payment, or per-project lump-sum. Next, tell everybody (starting with your friends and family) that you're now a consultant. Look for someone who has done it before near you. Once the money's running in, then you can focus on building an organization (even it's only consists of you and an assistant) and having a legal body.

In order to be a consultant you would have to have years of solid background in the field in which you will want to consult. When a consultant is called in it is usually to review what has already been done and to venture an opinion or to originate a new concept which can be turned into something useful for the client.
I am an electronic engineering consultant and it is my job to evaluate various designs and to make certain they are viable and cost effective. I usually have to also express an opinion on whether the products are producible without costly hangups. I must confess that this takes years of experience in the field.

A consultant is someone who uses their expertise in a certain area to advise people. For example, I may call in a consultant to find ways to further promote my restaurant. Or use one to help streamline operations and manage costs more effectively.

To become a consultant, one must have many years in that business and be considered by their customers / clients to a "expert" in it. I don't want to pay fees to someone I don't think really knows their stuff, so you have to show me that you're 100% knowledgeable about this industry and business.
