The Indian National Flag was designed by Pingali Venkayya.

Pingali Venkayya (August 2, 1876 - July 4, 1963) was the designer of the Indian national flag. He was born in Bhatlapenumarru, near Masulipatnam or the present day Machilipatnam of Andhra Pradesh, India. After high school at Masulipatnam, he went to Colombo to complete his Senior Cambridge. On returning to India, he worked as a railway guard, then as a government employee at Bellary, and later moved to Lahore to join the Anglo-Vedic college to study Urdu and Japanese.

From 1906 to 1911, Pingali spent most of his time researching staple varieties of crops and came up with a study on a special variety called Cambodia Cotton. With the British colonial rulers taking notice of his study, Pingali came to be known as Patti Venkayya (literally 'Cotton Venkayya').

Returning to Masulipatnam, he spent 5 years from 1916 to 1921 researching flags of 30 countries and finally came up with the present tricolor. However, the flag of the Vande Mataram movement is sometimes thought to be the antecedent of Venkayya's tricolor. He was a great follower of Mahatma Gandhi

Now as for your flag question, yes you can fly the flag of India, however the proper protocol, is that if you raise two flags on the one flag pole, the resident nations flag must be the top flag. If your flying separately, again the resident nations flag must be no less than 6" higher, in other words, the Australian flag must be 6" higher than the Indian flag.
