I'm looking for someone to do some customisation of my bulletin board forum which is in phpBB.
I've seen some people advertising themselves as experience PHP programmer. Is it the same thing?

PHP is a programming language. phpBB is a PHP based Bulletin Board. Yes, these would be the correct people to hire to customize your board.

phpBB is a bulltetin board written in the PHP Language, it's quite likely if they know PHP they'll be able to customise your phpBB board but this depends on what you mean if it's customised logos for instance you'd need someone that does graphics.

PhpBB is a forum/message board system written in php, this is connected to a database such as mysql or access or othiers via odbc, all the php code is written and set up, as all that is needed is to configure the system.
people who adevertise them self as php programmers, should mean that they write there own applictions scripts using the php language.
i write my own php scripts for database stuff.
