Though some of the answers are rude...they may have a point. There could be issues with bad breath, caked lips, etc. I'm not just talking about you. He may feel self-conscious about such issues.
On a more psychological note, kissing is a very intimate act. In some ways, it is even more intimate than sex for some people. To engage in kissing shows a deep level of trust and affection, which may be lacking.
Try to touch his face with your fingertips, run your hands along his cheek, through his hair. Rest your forehead against his. If he shuns these acts there may be a lack of an emotional bond.

Wow, people are mean! I say, just try to kiss him and see what happens. If he pulls away or seems stiff, ask what's the matter. If you think he's lying then tell him that if he wants to be your boyfriend then he should at least show you affection. Some people just aren't very affectionate and need a little push.

girl he's probably just a little shy try making the first move, if that doesnt work u two should sit down and have a talk about why he doesnt wanna kiss u there should be a good reason there could be something he's trying to keep from but whatever it is u should realli figure it out really soon

you guys obviously didn't read this too well, shes young and so is he this is how you talk 2 her:
1>he probably doesn't like 2 kiss
2>u suck at it
3>u call him your boyfriend but he doesn't call u his girlfriend so that means u have issues
4>he probably would kiss Adam instead of eve
5>hes nervous
6>inexperienced in that field

Well then, he's not your boyfriend or maybe he is gay and trying to hide it by dating you or maybe you have bad breath or it could be the other around and he might have bad breath or maybe he doesn't know how to kiss. The possibilities are endless.

that sucks. well it depends on your age b/c if your youngins, he might be scared. i would think he isn't that into the relationship but if he is in to other stuff like touching and holdin hands maybe he isn't sure he kisses well

i never wanted to either now people think i may have ocd look out for him counting things getting upset over one hand being wet while the other is dry and such

Because he only wants you for sex, kissing is more intimate and he doesn't like you like that.
