I would recommend Windows based system. It is still much more software available for PC than for other OS. Regarding particular brand, go for Dell. Their computers are stable, and price is reasonable. I was testing multiple brands for our business and we went for Dell.

Ive built several computers, I just bought an emachine at walmart for 348.00, if you don't have a monitor its another 200.00 for 17 inch flat screen, that's what I would buy if I where you. You can also upgrade the emachine, it has two ram slots and you can put another hardrive in it, and it has room for 1 DVD rw or CD ROM whatever you want in it. It comes with a DVD ROM so I would get a DVD burner. I have found that computers all use the same parts, why pay a high price for the same thing, it all pretty much works the same, when you build one you have the option of which brand say hardrive you want, I allways try to find the cheapest one with high customer star rating, so for instance what type of ram is in the emachine its sanyo, which ram gets highest marks is corsair, but you really cant tell any difference. And the price between corsair and sanyo would be sanyo a little bit cheaper probably, depends though on sales that are going on. I couldnt say if an emachine will outlast a Dell but they both run the same, the Emachine is as smooth as a Dell.

On the Windows side, I would recommend Alienware hands down. For other OSes, Mac with the Intel chip is the best because you can use the Mac OS and Windows with it.

Dell or Mac
Dell, because they are cheap, and they are most of the times reliable.
Mac because now you can use Windows on them

does the brand really matter? Theyre still using the same equipment and they all use the same software. so who cares? go for the cheapest price for what you need/want, because its all coming from the same place.

Build your own or have someone build you one. You'll save a lot of money and have a computer that will last years.
