i see that he is in Japan. You should contact a lawyer about your particular situation. I have freinds that are lawyers, but they are in Missouri. It depends. Did the court say he has to? or does he just pay the minimum? In most states Child support is paid until the child is 18, unless they are full-time college students than support is continued. But it would be worth the council of a lawyer, if you need that money.

Well legally speaking, he is not allowed to leave the state, or even the country. You personally can not oblige him, but the court can. Is he a citizen of this country, or a citizen of Japan? If he is not a citizen of this country,and chances are that you are going to get child support from him are slim to none, if he is a citizen and your daughter is under 18 then he is obliged to pay child support if it is ordered by the court. I think it just gets a little tricky, because it is hard to enforce something from another state, yet from another country.

It might be hard...but if you have all the right info(adress, phone #, ss#...he will still have to follow legal guideline's no matter where he is and you are...best of luck.
