Please tell me what the different colours of vehicle license plates in Singapore stand for. Black, yellow, and white. (Is there also a red colored one?)

What license plate colour is used for government-owned vehicles? For commercial vehicles like buses and taxis? And for privately owned ones?

There's no difference between black, yellow or white. I can choose to have my license plate in either of these colours.
However, license plates with numbers in white with red background refer to off-peak cars. They can only be on the roads between 7pm to 7am on weekdays and Sundays.
License plates on Government vehicles usually begin with the alphabets QX, or MID for vehicles from the Military. For commercial vehicles like buses, they begin with C or P (depending on what the bus is registered for use as), for light goods vehicles, they begin with G, heavy goods begin with Y and extremely heavy goods vehicles have licence plates beginning with X.
Licence plates of taxis normally begin with SH

No special meaning for black, yellow and white. These are the standard colours can be used as number plate in Singapore. Whereas red coloured is "off-peak car".

I am not so sure about the black, yellow and white but the red colored plate identify the car is a weekend car. It can only travel before 7 am and after 7pm during weekdays, whole day for weekend and public holiday.

You can have black, yellow or white number plates, entirely as you wish. Whereas red number plates denote Off-Peak Car or weekend car.
