Purse Parties are usually conducted like a Tupperware Party, at the home and consultants either earn money or purses.

OK...maybe I need to clarify. A Louis Vuitton for example: a knockoff I have is very similar but different. Different print and no LV anywhere, no fake designer name tags. I was told it was a Legal Knockoff, did the rules and regs change? Thanks Again.

Well if it doesn't have either of the actual logos ie LV, Guccis G's, Fendi F's, Dior, Prada Triangle, etc. Than the bags aren't knock off's. Those are considered "Inspired" bags meaning same style bag without the actualy Trademarked Logos.
And if it is a knockoff (with actual logos) than with or without tags it's still illegal no matter what. That's distributing a trademarked bag. Even though it was made in some sweat shop it's Counterfieting and illegal to buy, sell, and trade. Purse Parties are illegal. And I don't know why anyone would buy a fake bag in the first place. That's just wrong. Buying fakes have lead to the money funding Terrorist groups. ("terrorists" doesn't mean only the ones in Iraq, but all groups Mafia, Drugs, and weapons.) So think about that next time you decide to buy a fake item. That money goes to a missile blowing up innocent people. It's been proven that that money is used in such ways.

As long as the design isn't patented or trademarked in any way, then a knock-off purse without tags should be fine.

Laura's correct. A registered trademark, copied without permission, is someone's ticket to legal grief.

Yes. If they use the logo of the designer or in any other way try to mimic the designer bags, they are illegal.
