I wouldn't recommend it.

Even provided that the blood isn't from some creepy source like the loved one's favorite dog fluffy, you're probably looking at a restraining order, if not a charge of defacing property. If nothing else it certainly won't have the effect that you're going for. If you have to express how you feel in blood on a car, chances are that you should just let it go and move on, because nothing you can do will convince this person to be with you. This is more likely to drive home exactly why they don't want to be with you.

As far as legalities? I have no idea. I think if it damaged the car, then yes. And like someone else said, it depends on where the blood comes from. Make sure you hide any bodies in the trunk for that extra touch to show how much you *really* care. ^_^

it also depends if the you did it without the car owners consent.
It would piss me off if someone wrote that on my car, and woke up to go to work with blood all over My car !

It's legal as long as it's your blood, and not menstral blood. It must come from an artery to really mean you love them though.
