Ok, you didnt say if the post was a solid vinyl post, or if it was simply a vinyl skin over a steel support.
For a solid vinyl post:
You could use a double threaded lag bolt... but the best way would be to use a post bracket.
A hammer drill with the appropriate size bit, will be required. What size bit, will depend on what size bolt you are going to use, and the expansion sleeve. Talk to the clerk at your hardware store for this.
Typical post bracket installation... lay the bracket on the concrete where you want the post at.... mark the concrete in the hole where the bolt will go. Drill that out, to the depth required for the bolt. Bolt the bracket(s) in place, and you are ready to install the posts. These brackets will usually let you screw into the post from the sides... if you wish, you can make a simple trim frame to go around the base, to hide the bracket... just spot glue it in place, so you can remove it later, if need be.
For a steel post that will get a vinyl skin to cover it:
Using 'L' brackets, drill for concrete SCREWS, instead of the one bolt you would use for a post bracket. I would put brackets on all four sides of the steel post, for strength. (Im assuming the post did not come with brackets.... if it did, simply use those, to mark the holes for the concrete screws)
