If you like the BEACH, the best beach communities in my opinion are the ones along the Gulf Coast in Pinellas County, Florida. However, the surf is not very high unless there is a storm in the Gulf.
If it's SURF that you want, Hilo, Hawaii is good.

Santa Cruz, CA It has an amusement park right by the beach. Great place to live if you don't like wearing shoes, too!

I don't know about surfing....but Destin, FL is nice. White, sugary sand with turquoise clear water. It's called the emerald coast because of the color of the water.
The water is calm and not too cold.

Depending on exactly what you are looking for as far as enterainment etc.. or not.. I love Edisto Island, SC.. because it is quaint and not very touristy.. but there is not a whole to do there, but lay on the beach
