For the laptops, besides telling me you not to use it in this blazing heat, get it cleaned (professionally if you can because laptops are very sensitive, try not to open it by yourself, it needs to be done in a controlled environement).

And then, get one of those mats which lift the laptop off the surface and they have fans built on them for further cooling. Available at you local Fry's, Circuit City, Comp USA, etc...

hey buddy, the best way is get a can of compressed air and blow in the vents so that all the dust if any is removerd from there and the clogged vents open up. this happens also when ur laptop is old or used in severe conditions open to dust and humidity.
another thing u must always remember while using ur laptop is never place the laptop on a soft and uneven surface except ur laps. never use a table that has coushions as that too blocks the air pasage. try working when the laptop is placed hard and even surface when not using on lap. this will let more air pass thru it. and lastly even after that u want some solution try using cooling pads available on net. but they are actually not advicable as many consume battry from ur laptop. only use the recommended ones then.

In addition to cleaning on a regular basis, you can get a stand that the laptop sits on which allows air to flow under it to help it cool, many that have fans that plug into your USB port to power it. These range from around $20 and up. I've put a Froogle link below to find some, and you can get them as stores such as Best Buy as well. Laptops do tend to get warm, as most are designed without fans to save space. Instead, they have a metal plate (called a heat sink) that is generally on the bottom of the computer. It should not alarm you unless your computer starts shutting down, but do consider a stand to alleviate potential issues if you run it for long periods of time.

There was a few cases of Dells batteries blowing up from overheating. But I'm sure its not just Dell, it's all computer manufacturers. They don't dissipate heat well. Check to see if there has been a recall on your battery.

Never put a laptop on your thighs. It can toast your skin. There has been cases of people getting erythema ab igne from the heat of laptaps. And its a permanent once you get it.

Apart from the already given answers, the compressed air ones were good, put the laptop on a cookie rack. The increased ventilation, will help dissipate the heat. You could also place a small fan to blow air under the rack as well.

Invest in a notebook/laptop cooler. It is a pad that has fans in it. A lot of them also adjust the laptop at an angle more user friendly to the user's wrists as well as allow more air flow. Using something to cool the laptop can increase the lifetime of your laptop

Use a cooling pad like the one made by Targus. Its basically a tablet with two fans that you put your laptop on top of. The tablet can be placed directly on your lap or desk. I paid about 30 bucks for mine at Best Buy.
