As far as FIFA is concerned, it's England, Scotland, Wales, Northern Ireland. Why?

Only member associations of FIFA can present teams for recognized international matches. By some quirk of history, England, Scotland, Wales, Northern Ireland are all included in the 207 members of FIFA and none of these 4 would like things to change as England may dominate the combined team for the UK. All 4 organise separate national leagues as well.

I would think it's all about money. Fielding an olympic team isn't cheap. And since football is so popular, it has the money to back up so many international teams.
