Non-denominational means not endorsing or incorporating any denomination.
Inter-denominational means endorsing or incorporating every denomination.
The difference is the former is non-inclusive and separate, unique in it's nature from others. The latter is all-inclusive and united, conforming in it's nature with others.

Non-denominational doesn't not belong to any denominations or sects of a religion. The services are open to everyone.

Inter-denominational is usually the joint worship of two or more sects or denominations.
