I would visit London. The weather is nice in the summer but cold in the winter but the city is beautiful and so full of history that you don't want to miss it. I have been there three times because every time someone visits me here in Europe I have to fly over to London so they can experience the city. If you have time, you could take a day trip from London to Paris via the Chunnel (the tunnel across the channel between England and France). They offer round-trip train passage plus a bus tour of the city. I would save Spain for a trip during the winter as it is really hot in the summer and nice in the winter.

Well France and Spain have fantastic beaches but it all depends on where you'd want to go exactly. England has beautiful countrysides if you'd prefer that instead. Personally I'm a beach person or city gal if I can't get to the beach. IF you're looking for city fun then Paris, France or London, England is your best bet but for summer fun I'd really hit the beach in Malaga Spain or even Barcelona Spain. The French Riviera is gorgeous but also very expensive!

Both France and England! They are both fantastic places; I just got back from vacation there. I only stayed in Paris and London, and didn't venture outside those places much. However, both places are very livily. London was really nice, the pubs were fun. In Paris, the Eiffel tower was amazing.
However, if you were to just pick one, I'd pick Paris. Wandering around in Paris was amazing. I took an entire day and just let myself wander. It was one of my favorite days of the month long trip (I took an entire trip all over europe). The artist quaters of Paris were really neat as well. There is the Lourve, an amazing museum.
The key to Paris is to visit the typical tourist attractions, but most importantly it's the beaten path that will leave you smiling and have you coming back. That's why Paris is so beloved.
I also really enjoyed Lucerne, Switzerland; but that wasn't part of your question.
