I think it was a setup.

Think about it... it was a perfect way for him to let the world know where he stood without him having to take a formal position... which he has yet to do precisely.

If nothing else, it shows that straight talk at the UN is almost out of the question. GB and the US know the UN is corrupt due to the payoffs from Saddam Hussein to the French, Germans, Russians and Chinese. The UN does practically nothing to head off bloodshed.
Bush and Blair know that all that was required was the immediate return of the three captured Israeli soldiers, which doesn't seem like much. It was great to hear them both discuss what their plan was, to try and use diplomatic ways in order to get the UN to tell Hezbollah to just return the soldiers. Clearly, the mishap shows that Bush and Blair have the Islamist's cowardly plan firmly in hand.

what a joke... the media is desperate to undermine Pres. Bush whenever possible with whatever trivial bull they can come up with. Certainly no juicy indiscretions and adultery material.

IT SHOWS THAT BUSH IS NOT AS "DUMB" AS EVERYONE SAYS HE IS.

HE WAS IN COMMAND OF ALL ISSUES AND WAS TELLING TONY BLAIR WHAT TO DO.

THAT'S WHY THE MEDIA DROPPED THE STORY SO QUICKLY, HE ACTUALLY CAME ACROSS LOOKING LIKE A STRONG LEADER.
