First of all, you need to be able to sing or play an instrument. Then, you need to hook up with some other people who play and have a jam session with them. Try to recreate any song with them, or make up something. This will help get you all in sinc with each other. The more you play together, the better you will get. Try posting your interest on line and see if you get any takers. Make sure you have proper equipment or you will just be wasting time. ( I've played guitar for over 13 years. I was in a metal band called Deadly Destruction, and an AC/DC tribute band ). Just put the word out their and sit tite. If your serious and anyone else is, it will happen.

Find at least one other person and start playing with them. Invite people to your jams. Have music nights. Eventually you will find the people that will work together and you'll have a band. That's what happened to me.
I was playing guitar with a banjo player and he suggested I switch to Mandolin because it's easier to find another guitar player. I did and we did. We went through several bass players and played for more than a year with just a jump in bass when we had a gig. We went through several chick singers too but eventually we have two committed chicks and we have a bluegrass band. Our next step, though it's a big one is to pull a CD together.

find people who play instruments different from you unless you sing like all good or something. Then get together with them and jam out a bit. Write some stuff, practice it. I don't suggest creating a name until you actually have some stuff down, i hear its bad luck or something.

playing an instrument, and finding people who have similar musical tastes, who also know how to play instruments.
go hang out at a record store, or musical equipment store - a guitar center or something. People there all love music, and you can find other people looking to join a band.
