Home based? Can always go to the libraries and borrow some books on your choice in IT. Just requires lots of self-discipline and self-motivation to get started.
You can also search on programming helps and tips from the Internet forums, chats, message boards, tutorial websites, etc.
If you are looking for a diploma in IT, do join the various courses available in the 5 polytechnics in Singapore.
I heard that Republic Poly's style of learning is pretty unique, as they are more project basis, and they boast to be paper-free (read: no usage of papers, purely desktop/notebook).
If you are looking to get a degree in IT, join the courses in the Universities here in SG.
For more basic lessons in IT, do go over to the neighbourhood community centers. Some centers do provide lessons in IT.
