Ok, I use to be obsessed over this guy when i was 12, my friends told me that he used to like me, but i had asked him out around that time and he said no... but the girls said that he turned me down because he had liked a different girl too. Sometimes I catch him flirting with me.. he's so sweet towards me, and for some reason I love being around him.. I'm Best friends with his twin sister and whenever I go over he always ends up hanging around with us.. and when he found out i liked him he seemed pretty happy.. do you think he likes me?

Definantly! Maybe you should try asking him out again... if it's been a while maybe.... Well, he really likes you. Make a move?

of course he likes you!!!
But teens love to flirt,so hes probably focused on having fun flirting around rather than havin a relationship with somebody..even if HE DOES like that person...You guys are real young and your feelings will change over time whether its 3weeks or 3months,especially if he doesnt come around to dating any time soon..you'll grow tired of waiting around for him,and move on.

OR....

Hes real scared to admit it to you himself he likes you....and hes scared to ask u out...

shyness most likely

Yes. Why don't you ask his twin sister?
Or better yet, ask him out again?
