Their is a certain program, and I want to lock it. By putting a password I don't want any one to be able to turn the program on or be able view it with a password...or a lock to it or something..if so how can it be done?

Nothing in XP. However, you could get Iron Key and encrypt it and un-encrypt it when you want to use it.
There are other encryption tools out there too, but Iron Key is pretty simple.

I think you are looking for something like LockMyPC. Its hard to tell by the way you structured your question. It locks the entire PC and CD drive even from boot up and can be hidden.

Use Folder Guard to lock your Personal folders.
I suggest you that folderguard is very good utility..

open a new account, install that program, and create a password..
its easy...
