Members of Congress have the opportunity to make statements in the Congressional Record which is there for them to go on record explaining how they voted and for what reason they voted that way. They do it so that the folks back home can read what their Congressman is doing.

If you were watching those, you are really hard up for entertainment.

I personally expect my Congressman to make statements on the record. It might not have anything to do with where you live, but I need him to tell me what he is saying.

If you think that is rhetoric, you have been reading the telephone book for leisure reading. I feel sorry for you.

As for outlawing that record, it isn't ever going to happen. To make matters worse, it is protected free speech under the First Amendment of the Constitution. If you have a problem with that law, you need to move to North Korea, China, Iraq, or Indonesia where they will protect you from rhetoric with classic totalitarian censorship.
