Actually, some cultures don't keep track of birthdates and the default date used when they need one is January 1 of the year they were estimated to have been born in. So in some cases, no you can't tell when someone was born by the date of birth given on records.

I think you almost came up with it. I am sure there are others that could be considered dumber, but for the life of me I can not think what they could be.
Why did you want to ask the dumbest question? Are you trying to get into some kind of record book?

If your saying just the date as in no year, some crazy smart people out there can tell you. Say you were born august 23, they could look at you and see that your in your twenties. After that they would use their brain power and figure out that you were born in '83.

No actually you can't. OFten, people ar born within seconds of another day and are asked to choose when they would like to be born. so, your questions wasn't the dumbest ever.
