Bush either threatened him
or insulted him.
By insinuating that Russia's democracy might end up like the one in Iraq, Bush basically told Putin that Russia's democracy is an unstable one, almost an anarchy, and that Putin is a mediocre leader.
Putin should've back-hand, pimp-slapped him and asked for his money.

I think the "just wait" was Bush trying to persuade Putin to watch the Iraqi "democracy" attempt to grow/flourish, not a direct threat to Russia. Although, the whole "regime change" and "pre-emptive warfare" doctrine may put those comments into another light..fcuking scary, war with Russia.
