For those in the industry cement is one of the components in concrete.

6% Air
11% Cement (85% lime & silica)
41% gravel or crushed stone
26% sand or (fines)
16% water

Cement is the fine powdery grey stuff. Concrete is the mixture of cement,sand,gravel,and water. Then it's concrete.

I was always told that cement was made with powdered stone, concrete is made with crushed rock.

cement is the dry substance that is mixed with water and gravel and sand and sometimes other admixtures to make concrete.
after it is mixed together and put in place and it becomes hard, it is the concrete.
the terms are frequently used the wrong way.

weight percent of each material depends on the specification that you have and actually there are many specification
