Don't know what the technical/physical condition of the electrical problem in St Louis, but in NYC, we have ancient infrastructure. Alot of wires melted with 102 degree temps for 2.5 days. Above ground subway tracks melted and popped up causing a train to stop in the middle of a high trestle. 2 of 3 major airports lost power for one day. 100,000 people in Queens (suburb/borough of NYC) will be going into their 7th day without electricity. They are angry at ConEdison, upset, crying, can't sleep, threw out 10 tons of spoiled food, having to collect free water, ice, food from city agency trucks that deliver supplies to them daily. Luckily, most New Yorkers have power and their a/c.

If there was that much technology to know when exactly your power was going to come back on, then it would never go out in the first place.
