Some people are pretty up-front, but it's not common. Sturgeon's Law applies. Do you know about Sturgeon's Law?
Science fiction writer Theodore Sturgeon was once asked by a reporter why "90% of all science fiction is such bull****." "Because," replied Mr. Sturgeon, "90% of everything is bull****." This became known as Sturgeon's Law.
In the late 1970s, I met Mr. Sturgeon at a science fiction convention in San Francisco, and I asked him whether he didn't think his estimate was too low. He agreed that 95% was more realistic. Lately I've been using 99%.

It all depends on the person, I have know some very straightforward people who do exactly that.
At the other end of the scale people will say something just for convinience and never mean to do it.
The World is full of very differnt people, if all people were the same it would be a very boring place.
This One is down to the individual charachter, there are some very upright and devoted people out there, then there are liars and scum, you alone decide on individual merits.

I'm pretty good about meaning what I say and saying what I mean - this is one area of communication skills that I'm frequently told I have no problem making my point and making it clearly understood - at least verbally in my household!

Rarely, often because they don't know themselves.
If you watch their actions and go by what they tell you, you will always be closer to the truth than if you listen to what they say...
