A car battery can read up to 14.3 or so if it is under no load conditions. You are just using a digital volt meter and not any callibrated resistive diagnostic equipment. All you know is what your meter tells you. There are so many variables here that I dare not begin to dissert them. All you can get is an approximate value.
You may be the best in the world but you do not specify as to what it is you are best at or what world you consider youself best at in.

A fully charged battery with a volt meter connected to it should read 12.6 volts - 2.1 volts per cell - 6 cells

12 volts for a fully changed batt...
anything over that would be charging and you didnt ask
what would the alt. voltage be...
so 12 is my answer.....

an ohm meter is not good to do this with ,,because all battery,s will not carry the same amperage,,use a battery tester,,one built for car battery,s,,this will tell you the true reading on it.

13.7 is ideal your ford mechanic is right with his answer a fully charged new battery should measure 13.4to13.7v and if you tested when it was running it would mesure about 14.2 or so charging.
