Almost all the Disney stores will have few pins, but they are usually at whater the regular Disney prices are.
The links below are pin dealers that usually have Disney pins at a discount. The bulk packages of 25 or so are often good deals if you are just looking for something to trade for kids - the Disney Cast members usually wear pins for trading and they are not supposed to refuse a trade from a child so long as the pin offered to trade is not already on their lanyard.
Also check to see whether there are any Pin Trading Events while you are at Disney. Some of the resorts sponsor kids-only trading events at irregular intervals.

You can find them all over. If you have a local Disney store that sells them, they often will have them on sale really low. I've seen them for as low as $1.00 a pin.
It is kind of hard to find pins at Disney discounted, you are looking to spend about $9 per pin. There are a few that are a little less and most Disney stores do have less expensive pins than the ones at Disney World. You can also look for sets, especially ones that have several small pins, this averages the price down.
Finally, shop around online. The Disney outlet sometimes has low prices on pins. The best place, however, to find low priced pins is on eBay. Sometimes you can find less popular pins that are really inexpensive, sometimes you can find someone selling an entire collection and you can get it really low. Just watch and wait for a good bargain. Just be sure that they are pins that can be traded and that it is a reliable source. While this is one thing I wouldn't be too worried about buying from eBay (not like buying a Disney pass or something) you still don't want to get a bad deal.

If you are in Orlando already the premier factory outlet has a character outlet store. That store has awesome things for really cheap. Try going there.

I would check ebay, you might find some that are discontinued (which are the ones the collectors want) for not very much $$.
