In the world of George W, yes! and so can people who have been dead for hundreds of years, because guess what! they crawled up out of their graves and voted for him in both elections that he won. Also, guess what else! People who are alive and who did vote, their vote isn't always counted if it isn't in his favor. It's okay if those votes just disappear.

Its too severely disabled by the low temperature to be able to perform any of the myriad functions involved in voting. People who are incapable of voting just don't vote. PS no birth certificate, so no registration, so no vote. Get a fake birth certificate for it.
