The RCA Championships final is a best of 3. Most finals (men's) are, but it's left up to the tournament director. There are some events that always do best of 5, like the Grand Slams, Davis Cup, the Olympics, and the year-end Master's Cup. Most of the Master's Series events do a best of 5 format too, with the exceptions of Cincinnati and Toronto. Barcelona, Swiss Open, and the recently complete Mercedes Cup in Stuttgart also stretch their finals. There are probably more but that's all that comes to mind. I wish someone would add some uniformity to the tournaments so that questions like these wouldn't need to be asked.

it is 3 as in the previous years even last year it was best out of 3.in the mercedes cup were it will be ferrer vs acasuso in the finals that will be the best out of 5

It is best of three. Only in the majors, ie. Australian Open, French Open, Wimbledon, US Open do the guys play 5 sets. The women play best of three. In all other tournements the men play best of three.
