You can start a baby sitting service, do hair, run errands, help the elderly, work for less than the rest, help people out, clean houses, be a big sister or brother to a kid younger than you. There's always some thing for someone your age to do for money. What are your talents? what are you capable of? Hobbies? You can put your talents, capabilities and hobbies to the test and get money that way.

Depending on what state you live in you may be able to work a few hours after school in a "regular" job. Be prepared to be paid minimum wage for this.
If you would rather do something on your own. Think of the things your Mom or Dad hate to do, but have to do anyway. Laundry, Picking up animal poop, Dishes, Cleaning out and Organizing the Closets or Garage, Organizing a yard sale, Washing the dog, Walking the dog, Cleaning up after parties etc. Most people will pay something to have an activity they usually do, but find unpleasant, done for them.
Another option is to use your special skills for others. Are you good with computers? Start a "Net-Surfing for Grannies" course with your local Red Hat Society or Senior Center. Better at math, english or science than the other kids, tutor them! Remember you need to be at least one year ahead or a few letter grades above your "tutoring" prospects - or you may struggle to even keep up with them. Also remember to include at least 1 hour of prep time 1 hour of tutoring time in your schedule and pricing considerations. Tutoring was the most lucrative (and least sweaty) job I could find at your age.
Babysitting is an option, but if you are male you may have trouble getting jobs. It's sad, but true, non-relative parents rarely trust boys with this job.
God Bless! Be sure to run any idea past your parents first; and never do anything that makes you feel creepy or weird - no matter how much someone offers you.

You gotta hit the screws up for about $15,000, tell them that is what you need to become a player, and let them off the hook for your college in exchange for the 15 grand, you'll make it up in the next year or two. Sharebuilder has a program for you. Try a 100 round lot of CAT and a 100 HD through your internet broker site.
In 6 months, you will have made some money, probably some pretty good money in the financial markets. I don't know if they will let you trade on margin at 13 or not, but it won't be long !
Otherwise, we are looking at a chain of car washes, detailing, babes in bikinis, boobs on the windshields ! Go around and line up 10 to 15 locations, get the girls working the bikinis every Saturday and Sunday, get 15 grunt workers manning the sites and washing the cars while you rake in the cash !

Mowing lawns, babysitting, doing yard work, running errands for neighbors, walking dogs, pet sitting for people on vacation, doing chores around the house and earning an allowance.
Explain to the neighbors that you can do it and free them to do something more productive or more fun that they've been putting off. Then do the very best job you can - mow straight lines, bag the grass clippings if you have to, put the rainspouts back up, etc. The hard part is getting your foot in the door - you don't sell lawn mowing, you sell the time off that they can have if you do the job.

Wash cars, walk dogs, start a service where you mail things for people, run errands, wait for the repairman or telephone installer or delivery guy, carry groceries in for elderly folks, etc.
And of course there's always babysitting. Some moms want someone to play with their small child while the mom is at home, just so she can get some other stuff done. That way you can get experience. They usually call it a "mother's helper".
Also you can check with local camps and rec depts for similar "junior counselors" and stuff like that. Or how about burning CD's for people? You seem to know your way around a computer...

If your neighbors cut their own grass, than maybe you could ask if they have other yard work for you. some people hate pulling weeds or spreading mulch. You could drop adds in mailboxes near your house.
If someone is interested, you set the price before starting the job.
