it is multiple layers and the top layer is "potholed" in some areas. can you put concrete in the hole? i really dont think getting aspalt delivered is an option. the holes are about 1" to 3" deep.

Some hardware stores sell - basically - asphalt in a bag. You fill the hole with it, tamp it down, and drive over it a few times, let it set, and it'll last a few years maybe.
