The saying is "Close only counts in horseshoes and hand grenades."
If you get within one width of the horseshoe to the pin, you get one point.
If you get close with a hand grenade, the resultant explosion and shrapnel will injure or kill your target anyway.
That's basically what it means. It also has a little irony in it and a little dark humor.
