Get some singing lessons from a teacher who uses computer software to help you tune your voice. You get an actual "picture" of your voice improving.
It doesn't work miracles though - it might teach you to carry a tune and pitch your voice pleasantly, but you're unlikely to become a professional singer.

Perhaps it's not your voice that's 'bad' but your ear for music -- you know, the ability to hear one note from another. If it's your musical ear that's not good, I can offer a 'cheat' hint. It's part of how deaf folks are taught to speak in a normal pitch. (I'm nowhere near deaf, but have found this method helpful for when I want to sing along but don't want those around me to duck for cover!) Concentrate on where the vibrations of the music are hitting you in your body. Most will be in your chest cavity -- in different places -- or in the head or throat. Concentrate and try to feel where it is. Then, use your voice to make that same place vibrate. With a little practice, you'll be able to stay on pitch with the music. It sounds odd, I know, but it really works. Voice lessons do, too. Of course, you'll only get out of something what you put into it. Whatever you decide to do will take time, so start now.

You can try lessons, it could be that you're just treating your voice badly. Then again some people just can't sing and have better talents that they need to focus on because people need your talents. You might have the ability to be a great surgeon. Or if you just love music, try an instrument. Music is a wonderful thing, remember that you do a lot more than sing to participate in music. Remember that the great composers couldn't sing. I wish to sing too, but I know that it will probably never happen. I hope you can do something that will make you happy. Best of luck!

Singing lessons will help, provided you actually take the advice of the instructor. Another thing that will help is finding the right songs, figuring out what your vocal range is. Even a very good singer can just fall apart on the wrong song. A voice coach also can help you determine that.

Get the video game Karaoke Revolution(all volumes) Practice hitting the notes like they do. Don't forget to buy the microphone and the game scores you on how well you can hit the notes and rhythms like the original song. I really stink singing but this game helped me control my vocals so much that I am no longer afraid to sing in front of people. (but if it's any consolation, It's all about the confidence in real life. Lots of famous artists can't carry a note!) Good Luck.

You could always get a voice coach and also take some acting lessons. Anything to help relieve stress and get you used to speaking and singing in front of others.

yes, practice with anything will improve it... it helps you change from note to note with ease, grace, and pitch accuracy. Try using an instrument... piano, guitar, anything then play a note and match your voice to it practice this for 15 minutes a day and your voice will improve greatly... also try singing when you wont be afraid of anyone hearing you... like in the shower of course and the more you do it the easier it will go...
good luck!

Lessons are a great start. Just remember, they can help you improve your existing ability but they can't totally transform your voice.( I just don't want you to be disappointed). Good for you! Most people are afraid to pursue anything unless they're already really good at it. You go Girl!!! Good luck to you and update us on how the lessons are going.

Yes, singing voices can do wonders. You may have a good voice. It seems that a great voice is rare. I want you to sing too. It's such a wonderful unexplainable thing that humans do. I believe in you.
