In general, I would say both. But, then my sons are descendants of German Jews (on their dad's side). I don't know how many generations back. They are not considered Jews by race or religion. They are Christians.

It honestly could mean either. You need to ask him what he means by it. I've met far too many Jewish people who have been insulted by me assuming one or the other. Better safe than sorry :P

Thye can be both, but not necessarily.
There are people who convert to Judaism, but are not racially Jewish. And then, there are people whose parents are Jewish, but who themselves are atheist, for example.
