I don't remember if you can do it threw windows, but there are several programs you can get that will show you fan speeds, CPU temp. and mother board temp. some programs you can get are even shareware. all so if you know who made your mother board go to their web site some of them have free programs for that purpose made special for their boards.

There are a few software programs that can display the motherboard temperatures, including the CPU temperature. You can use Lavalys' Everest Home Edition, which is a freeware. It has many features. In your case, in addition to displaying the temperature of motherboard, it will display which fans are turned on and their speeds. However, it can not control the speeds of the fans nor can it start or stop a fan. You can download it at: http://fileforum.betanews.com/detail/Everest_Home/1086844970/1

Another recommendation is SpeedFan. Like Everest, it can display motherboards' temperatures and speeds of the fans. However, it can also control when the fans are turned on. You can have the computer turn on a fan at a preset temperature. For example, I set my CPU's fan to turn on at a temperature > 48C. The best part is that it is free. You can download it at: http://fileforum.betanews.com/detail/SpeedFan/985582286/1

Another favorite is Motherboard Monitor. I have not personally use this program. But, it gets rave reviews from PC World and PC Magazine. And like Everest and SpeedFan, it is free to use.
You can download it at: http://fileforum.betanews.com/detail/MotherBoard_Monitor/929820238/1

"Motherboard Monitor reads temperature and fan RPM data collected by your system's BIOS, displays it in the Windows system tray, and alerts you when there's trouble. You can use this application to manage your resources and alarms by doing things like setting an alarm to go off, or having an email sent to another computer, when your motherboard starts to overheat. You could even have programs start and stop when your CPU reaches predetermined temperatures." -- publisher's description
