They're not - you are allowed to bring small quantities of goods made in Cuba into the country - but because there is a trade embargo with Cuba in effect, large quantities of goods are not permitted.

Fidel Castro overthrew Batista in 1959, establishing an openly Communist government in the Western Hemisphere. This, given the attitudes at the time, made the US government very nervous. In response to the fallout of the failed Bay of Pigs invasion and the Cuban Missle Crisis, President Kennedy ordered an embargo on all things Cuban (although rumor has it that he ordered a bunch of cigars to be delivered before the embargo took place).

A couple of years ago, I brought a bottom of cuban rum, and I've seen cuban cigars, Romeo and Juliets. So this is news to me that Cuban merchandise is now banned in this country, most likely it is somekind of political fallout between Casto and Washington D.C. I'm sure there are, however, plenty of rum and cigars being smuggled into this country, since Cuba is only 90 miles away from our shoreline.

Because the US has boycotted all trade embargo with Cuba since the days of the cold war (See: Bay Of Pigs). Pay attention in your history class.
