Computers can be toys and not tools if people have no use for the tool aspect of a computer. I can use my computer as a tool anytime I wish and come online, answer questions, research them and discover new things. But, when I need to relax my computer serves as a toy, as I listen to music, play games and chat with friends. Its all in how you use it.

Hey now, no need to disrespect the toys. They too are tools, they serve the function of keeping a mind entertained during its natural down time (assuming that you aren't a really young child, in which case many toys also serve the function of allowing the child to *roleplay* and *problem solve* through situations that the child can't get to in real life as yet, if ever).
But having said that....it seems to me that the whole notion of "computer as tool" was first brought up by Big Businesses like IBM, Xerox, and Microsoft....companies who definitely were *not* objective on the question.
--they had "tools" to sell of course, and in the beginning many of them *did not* work as well as your average typewriter, calculator, or Rolodex, until years down the road...
--and the CEOs of companies had a *vision* to peddle: One of erasing the classical Labor Union notion of "8 hours of work, 8 hours of rest, and 8 hours for what we will." Meaning the Companies wanted to increase productivity *at the direct expense of the downtime* of their employee pool....by blurring the lines between work and non-work time, and by forcing the workplace to be so *plugged in* that now the Repetitive Injuries have their *own* Repetitive Injuries (Carpal Tunnel Syndrome *on top of* Blackberry Thumb, anyone?).
--and of course all of this *conveniently hit* in the 1980s when "Greed is Good" became the Political Rallying Cry and "Throw Them To The Wolves" became the consequence for many workers who either couldn't keep up with the new tech or merely expected their companies that *they were loyal to for decades* to *return that favor and NOT outsource labor to a bunch of 3rd world psychos who want us all to die*.
Computer as Tool? Eh, the concept had merit once, but it has long since been *beaten to death* by the Rich and FIlthy In My Humble Opinion.

That all depends on who is using it and for what purpose, as to weather it is a toy or a tool.
