Just Bush and Cheney, and for everything? No ... but you can definitely blame the Republican Party for a lot of bad things that happen (within reason), especially if your skin tone is as dark as your Avatar's.

Yes, blame them I think everyone should dump all your troubles on them and clean out your closet and get off to a new start .. my dog dropped aloud the other day .. my wife wanted to know why I had not cleaned it up and with out hesitation, I told her George Bush had stopped by on a spy mission and he was the real reason it wasn't cleaned up... I'm home free it really works...

Of course not. But it is right to blame them for the mistakes they've made. Mistakes that have killed tens of thousands people and that have cost us hundreds of billions of dollars.

Of course not for everything. . .but they are responsible for setting the "tone" & fostering policies. Since their policies are generally not that great--they've made their own bed.
