Throat Coat tea, and make sure your voice has a chance to acclimate itself to the temperature of the space you're in. People don't realize it, but singing before the temps equal out can cause all kinds of tonal issues. For a blocked or phlegmy feeling, try warm salt water. Saline nasal drops can also help.

I know what you're talking about. I'm shy about singing in public because it's such a hit or miss with my vocals. However in my case is due to breathing. Some times I just can't get the freaking diaphragm to work right, hence I keep forcing my throat to make the note and it sucks.
I suggest breathing exercises. If you breathe right the sound will just come out naturally. (Don't put any tension on your throat)

Ive heard many singers I know, and famous singers usually either go for garggling warm salt water, warm tea with honey, or warm whiskey or bourbon with honey. Those are the most common ive heard

Try a cough drop. The menthol will frequently help.
Try warm tea, or some other kind of warm drink like coffee or hot choclate. If you have flem or something, that can losen it up.

Depending on what kind of sinign you do, and what kind of voice you have, I would suggest either hot tea, perhaps with honey, or a shot of whiskey.

Many singers use blow to get their voices right.. It works for a while.. But then it's all down hill.
