Water vapor and dirt. It is all part of the continuous cycle, the Water Cycle. You can tell when it's going to rain by the way the clouds look, the high white fluffy or puffy clouds contain very small amounts of water vapor. The darker ones contain much more water vapor, are therefore heavier. Fog is also a cloud, that's just formed very close to the ground.

Clouds are made of really soft stuff, and there's also some condensation going on. They're made of primarily soft stuff, so that when the planes fly through they don't get damaged. It's all very scientific. Why do you ask?

On Earth, they are made of water vapor which condenses from the atmosphere due to temperature variations. On other planets, such as Jupitor, they are made of other chemicals such as ammonia.
