It's called "Electric Relaxation" by A Tribe Called Quest. It's from their 1993 album, "Midnight Marauders."

I doubt there is a name for it but if it is its calledgive me a high five. Then ther is a part of the theme that by a group called Tribe Called Quest called relaxation.
