Normally, yes--because the Perkins is a need-based loan, your school may want to apply it directly to your charges rather than cut you a check, but room and board, especially if it's on campus, certainly qualifies.

Yes. The perkins loan goes directly to your school and they apply it to your financial aid. If you request for on campus housing/board it will go directtly towards that.
if you plan on living off campus, granted that your financial aid covers all of your semester finances, then you will get the remaining money back in the form of a rebate check. The check can be used for anything. I lived off campus and paid my apartment rent/gas/electric... with that money

If you are approved for it through FASFA, well you will get it for any funds needed in your cost of attendance. Of course you will get whatever you are awarded, because not all students are not in the same rating of need. Some may get the max.

But remember that the loan itself may not be enough for the rest of the costs and you may have to apply for a separate loan.

It is stupid how much you have to pay for school, to try to get into a career that you hope will be successful. Then you have to worry about trying to pay it all back, instead of trying to live comfortable. We need more jobs out here once we graduate.
