Dogs will chase just about anything if it runs; whatever is running must be prey, and must be caught and molested. That's just nature. I have six large dogs and mostly-indoor cats. My dogs love their cats, but if a strange cat comes in their yard and runs away from them, they'll kill it.
We may have domesticated dogs in general, but the fact remains that they are still descended from wild animals; the instincts are still there and show up at odd times. It doesn't mean the dogs like or dislike another animal, not at all.
My dogs mistook one of my cats for a rabbit one time, and were after it in a shot until the cat stopped, sat still and didn't run. Then they could see it was theirs and everything was fine. They probably wouldn't have hurt a rabbit or stray cat if it had done the same thing.
Again, running things are prey and must be dealt with. Cats often run away from strange dogs. Dogs are bigger, and cats are always on the look out for self-preservation, so they are, by instinct, going to run away to protection.
My dogs love their kitties, and my cats love their dogs - they sleep together, they honestly play together, and consider themselves all part of one pack, which is odd because cats aren't pack animals. Some dogs hate some cats, but that is similar to the way some people react to each other. Not everybody likes everybody else.
And the world turns...

It has to do with Natures food chain! Dogs are higher on the food chain than cats, so for the dog, a cat is a T-Bone stake.
Nobody hates the food that they like to eat!
There is a vulgar question I could ask you, but then, some creatures like being a bit lower on the food chain.

Neither statement in your question is true. Cats don't hate dogs, they fear them. Dogs seem to have no preference on the matter other than their instinct to chase their prey. Prior to mass domestication of these animals Cats were food for Dogs, so there is an inborn fear from both sides. Even raised together something can trigger them into a fearful fight leaving one of the two injured.

My cat loves my dog, but my dog hates the cat. It is so funny when my dog wakes up and realizes the warm fuzzy feeling she has been dreaming is really a purring feline sleeping beside her!
