Sorry your Regal is fuel injected. Not carbureted.
You could have many reasons for this. That year, model and engine --I am guessing a 2.8 liter V-6, were plagued with many "typical" running problems. Injectors would short internally causing the engine to run very bad and when bad enough not run. Just one shorted injector would shut all 6 down. The PCM (computer) located right of the belt under the plastic cover on the inner fender well, would develop cracks in the solder joints on the circuit board causing all kinds of fun to drive symptoms. The vacuum solenoid on the EGR valve would stick in the full on position causing severe surging off idle. The original fuel control system used a mass airflow system which if the MAF sensor is gone whacky on you you should get an upgraded MEMCAL which uses Air Speed Density fuel metering. I don't mean to run your vehicle down. They were good drivers, they just had their problems and they are all fixable. Trouble is you may have one, several or all of these problems. Or even something else, so take it to a good shop. Good, not cheapest. You need a skilled technician.

Check all the vacum lines and make sure the choke is working properly, it should be shut when the car is cold. If its cold , open the hood then open acclerator and you should see it snap shut . then if all is ok fill a squirt bottle with gas and have someone start it and then when it starts to die squirt some gas in the carb ( air cleaner off of course) if this keeps it going then fuel pump or filter is bad I suspect pump given the year.

1. Check the fuel filter. Could be plugged.
2. The fuel injection nozzle system is badly plugged.
3. Fuel pump has gone bad, needs to be replaced.
4. Water in the gasoline?
5. Filthy plugged air intake filter.

Sounds like the fuel filter or fuel pump. 1988....does it have a carb? I'm guessing it does not, but if it does, you should just get a carb off of an old pinto or aries K and adapt that on. It's a weber and will give you no problems. Sounds like you might have a bad accelerator pump on your carb. Good luck.
