It's not just president Bush - it's the US government in general! To fully understand the issue at hand, you must understand that the US government is not godly (although its laws mimick the Holy book) and has never been democratic. The US government, like its parent government Great Britain, is a piracy government.
The US government does not care for the unnecessary sacrifice of the lives of its patriotic and/or soldiers of fame and fortune or the deaths of innocent people in their homeland. It will do anything to achieve (or attempt to achieve) its selfish and inhumane goals. The US government strongly believes the ends justify the means - Machiavellianism!
