My friend has 12 tortoises and I looked after them once. I am sure she would be able to answer your question better than I can - but I'll have a go!
When I looked after them I noticed that they did not seem to notice any obstacles in their path. Instead of going round something, they tend to go over it - so no - I don't think your tortoise is blind.

I think you will find that, as with all reptiles which are 'cold-blooded' animals, they take great pains to seek heat for their bodies. I should imagine that in the summer months, your dustbin lid will provide a good source of heat in the late evening, particularly if the dustbin lid has been exposed to the sun most of the day. However, I would discourage it from doing this, as there is a danger that it will dehydrate if it receives too much heat. It should also be kept out of direct exposure to the sun during the hottest part of the day, as he could literally cook in his own shell.

No he's not blind,he's just stupid or he is probably trying to get at scraps of food in the bin as you haven't been feeding him properly.
