in pokemon emerald, how do you get your own secret base and how do you get groudon and kyogre?

Not certain for Groundon or Kyogre, but GameFAQs will have your answer.

For the secret base, there's little square holes around town. If your pokemon has Secret Power as one of its moves, go up to the hole. Press start, select Pokemon, select the pokemon with "Secret Power". It should be listed as one of the moves. Use it.. It should open.

u get ur source by this move a guy gives u ..go to the city to the north of slate port..then cross the desert and there s this kid standing in front of a tree..talk to him.he gives u a tm ..its the move..and u can make the base in the holes on the caves of the walls..of in a tree..and make a base and then decorate it..as for kyogre..and groudon..go to the weather station and the second floor..tal k to the guy who speaks of the weather distortions on certain routes..first he tell s about a droiught..go to the route he tells u and theres this place with a lot of sunlight..thers this cave across the water pond ..go in..u hav one chance..after that the cave closes..to giv it ur best..then for kyogre..go back to that guy again..he tells u about rain in a place..go south from mosdeep untill u hit the south most wall..there thieres this girl trainer who is swimming..in motion..and there s this divng patch there..dive..in the cave is kyogre..dont waste master balls on either..u hav to catch deoxys u kno:)
