Never been to England, but...just to make a point...I don't ever recall America being squeaky clean.

Yes you are correct it IS filthy, the reason in not just the Brits though it is due to the massive amount of foreigners that have come here looking for a better life, social migrants. They come from the hills of Pakistan and goodness knows where else.
They don't know how to use toilets and squat on the seats and mess all over the toilets. Basically many of them are just not used to civilized living.
This has in turn led to the local people starting to copy them! We mostly get so fed up of it that we look the other way as if you start getting upset then you will be upset all the time. This is what succesive government has allowed to happen to our once great country that used to be the envy of the world.
The governments bend over backwards to foreigners whilst the cries of the indiginous people go unheard.

Probably because of councils & other relavent organisations being too busy thinking of new ways to be politically correct (or implementing stupid new Health & Safety rules, such as courses on how to change a light bulb) to pay for things that really matter, such as cleaners.
+ since around the early 1990's the Police have been too busy chasing easy targets, such as speeding motorists to bother dealing with little things, such as littering / graffitti / bicycles riding on pavements / dog owners not cleaning up after their pets, etc....... most modern policing seems to be more about "mission statements" and other PR bollocks (instead of what we're paying them to do via extortionate taxes), implemented by senior officiers who've more likely than not jumped straight into the job from University with bugger-all life experience in the "real world".

Amfound2 gave you a great answer.
You should have been in England in the 30's and 40's - it was a proud clean Country. Later the Asylum seekers and other misfits were let in and there was **** all over the Toilet Seats.

Look yank. I'm from England but I live in Canada now, not far from your beautiful (and thats a bit of sarcasm) city of Detroit the once murder capital of America. I've also been to New York and New Jersey, so don't talk to me about dirt and garbage. There are cities in your country that are cesspits of filth murder and poverty. Why do you think that us Cockneys call Americans Septic Tanks? it's not just because it rhymes with yanks.

Something must have really changed since the last time I was in England then. I don't remember it being any dirtier than the US. Most Englishmen seem to take pride in keeping their homes up nicely. I remember I thought some of the bigger cities were dirty and some were depressing.

Yes, parts of big cities can be dirty. One of the reasons for this (as well as people being lazy gits!) is that many bins were taken away in the era of the IRA to prevent bombs being left in them. But there are well-kept areas too - you can't (and shouldn't!) generalise.
And you're wrong about the trains - graffiti on these is actually quite rare because they are coated in special paint that makes it difficult for vandals to leave graffiti.

It is sad that it is so filthy and rotten, but I don't know who does it. I dont nor do the people around me do. I think its the govt. They dont take any measures and it just builds up. ( I am not worried about grafitti, as that's in America too, and I still have to see people spit on streets... where were you?)

So I guess you won't be coming back to visit us again anytime soon?
Oh dear, boo-hoo, what a crying shame. I'm sure we'll all miss you terribly.
Please dont come again, we can do without your sort. If you prefer a clinical museum peice to a vibrant, working metropolis, maybe you'd be better off visiting somewhere like Switzerland. They might even clean the toilet for you.
