Well, I'd start by putting as hot a water in it as you can get.
Vinegar might help to dissolve it.
Liquid dishwasher soap would be good too.
I use it on other things besides in the dishwasher and it cleans things other cleaners won't.
Rinse well.
I can't think of anything else. It probably would depend on if the opening were big enough to get in and scrub too.

Hot water would seem to be the best option. Water is actually to most powerful solvent on earth. Works well on sugar too. Hot pressure wash or something like that would work even better.
